Tapping head maybe. Too hard to verify that's a tap, on my phone.
I believe you're correct
I did a search after you mentioned tapping head, and similar products showed up

The collet with the tap in it is a tip-off.

What does the drive connection in the casting opposite the tap end look like. It appears that the housing bolts onto a machine with a drive spindle.

It's not my drill press. Someone in my town is selling it

Hard to tell for sure, but it looks like a Delta DP220 drill press. They (Delta) indeed did have tapping heads that fasten directly to the quill, made by Procunier.
( Looks like Superman bent the feed handle 90 degrees. )

It is a delta drill press but not sure on the model. I bet superman was the one using it, and possibly got pissed off the handle kept moving
