That is what I kinda think it is but not sure on that.
It may work like plier style one, but I do not see any wearing from twisting.

I have the clamp tite one, works well.

I assume the handle moves when you turn the knob. It looks like a cable goes inside the two guides and around the handle. It is some sort of tensioning device

That spur and handle looks to be rotated by hand with the knurling. I think that the handle and spur is spring returned, with the knob forces the spur to the two grooved wheels. Rotary Crimper of some kind? Lock ring sizer? Or the handle is threaded and there are different dies for it.
