Anyone know what this is?

I found this in pieces in mom’s garage. Dad used to bring home all kinds of stuff, I figured out where some of the pieces went but no idea what goes on the “axle”.

I have the complete jack. It was made by Princess Auto and marketed as NORCO. I have owned this jack for 30 years and it was old when I got it at a second-hand store. I paid $20.
This jack works well for lawn mower service. I removed the C6 transmission from my OHC, R120
