I was thinking saw set, but no.
Didn't use Ai just kinda what it looks like it might have been at one time but really haven't a clue. Good luck!That was one of AIs thoughts. Its a nice solid chunk of wood about 5 inches long and maybe 1 inch high.

Looks like some sort of french cleat, where the leather lanyard is there to be a point of attachment for some other type of lead. Turn it upside-down and the J-piece could hook-over a rod, and the movable piece locks the device in-place, w/the leather strap accepting another flexible lead.

I'm going with adjustable toggle for tensioning rope guys--tents, awnings, etc. Much nicer than the craptastic toggles that come with new cabin tents.
But I have seen almost the exact same thing made for hanging brooms by the handle. The teeth on the pawl say rope, 'though.

It is for low tension situations. Very cool, but not very strong, due to the end grain at the working end.

It does resemble a cable or wire clamp that holds the cable or wire under tension while splicing, but that wooden doohickey would be much too weak for that.Oh ok, it stays on the line to hold tension. I was mistakenly thinking it was used as a portable tool.
Being an old-school knot-tying kinda guy, I use tension hitches for my tent/awning guys.

Climbing Ascenders use the same method. I call them cam locks. I have 2 newer line hold down's that use the same method.
