Anyone know what this tool set does?

Help! In another of my garage sale purchases, I got the thing in the photos. I"m not sure if it's complete or not, it's brand new, looks like a cheapo import--given the low quality of the screwdrivers--but it's unlike anything I've ever seen before.

The disc is covered in packing grease, and the rectangular metal items have a very high polish finish.

Anyone have knowledge about this set? It comes in a finger jointed wooden case.

That's a platen set for a rockwell hardness machine.

Also has standards in it.
