Anyone know what this U.S. marked tool is?

Picked this little item up in a box 'o stuff at a yard sale a couple of years ago, and just ran across it while doing some clean up. At first, I thought that it might be a brake piston compression tool or maybe a battery terminal puller. No luck in Googling it so I throw myself at the mercy of the GJ experts. It is marked "ET-1700" & "U.S." under the number. Thanks.

Sold as both Wiper Arm Remover and Battery terminal Remover Mine is from OTC from the early eighties or late seventies, had it along time

Ok, so I was on the right track with my battery terminal remover guess. What threw me was the "U.S." marking under the tool number. Apparently a military contract item?

Possibly, however everything that I've seen with a "U.S." marked on it was an "issue" item as in "Property of the U.S. Government". Generally, civilian items are marked "Made in the U.S.A." Being prior military, I was looking for someone who might have come across one of these in their service.
