The wheel at top spins and the pin that pivots the bar can be pulled (no clip on the other side) for different holes. It almost reminds me of a bender of some kind.

Needed some iron today so took a trip to the scrap yard. Found these drill indexes, files, and this tool. At 30 cents a pound, I had to grab it. Not sure why, but had to. :lol_hitti

Possibly a brake line tube bender for automotive brake lines?

Can you post a pic from the other side and a closeup of the wheel? Does the wheel have a groove or profile?

I wonder if it's a forming tool for a metal spinning lathe.

I think you are right. I have never heard of metal spinning to form not cut. I did some searching and found these that seem pretty close.

This is kind of interesting. Wish I had more time to explore this craft.

As with any guy thing, some have to go bigger ...

Then there are the show-offs.

Does the wheel have a bearing in it? If not, I wouldn't think it is made for high speed work. Also, the bar with the handle is obviously meant to be held in hand but the other bar with the sharp corners doesn't look to be held in hand. More likely it is held or locked in some sort of holder. I'm guessing it is some sort of pressing device.

Yes, the wheel has a bearing.

I could see the bar being clamped where a piece of tool steel would be and changing the pivot point as you moved out from the center. Most of the tools I saw in pictures for spinning forming were a lot larger.

Another option, this may be just a piece of the tool and there are other parts missing.

I have learned a lot from this thread even it has nothing to do with the tool. :)

It seems if it were for metal spinning the wheel would have a round(ish) profile instead of square.

There are some forms of “Duct Stretchers” that sort of look like that.
The wheels are usually a slightly different shape though.
Might also be used for similar sheet metal forming tasks.

Hank Kimball bought that tool from Mr. Haney. Whenever Oliver was working on something Hank would say "Here...try this. No that won't work. But it may if you just...no that wouldn't work either."
