It has a (missing) set screw to hold in whatever it's supposed to have. a 1/4" drill bit will fit, but a 1/4" hex drive won't fit.
I can't see any markings, but it is rusty and I haven't derusted yet.
I'm assuming it is for a specific tool or job.
