Apex SJ-409-2 What is it?

I bought what I would guess is a military surplus set at a pawn shop. It includes SAE and metric short impact proto sockets in 1/2 drive, a couple extensions, and a swivel. Then there are several apex bits, a 3/8 bit holder and an apex SJ-409-2. It is 1/2 square drive. I cannot figure out what it could be for. Also, everything is in fitted foam, so it appears to be "complete".

1/2" drive one side, what's the other? Do the bits fits in it, like would be used with an impact tool, the type you strike with a hammer? $168.21 sounds like a lot, but if it is military surplus.........

It is simply a round hole down to the slot in the side. At that point it goes to just the slot. So I would assume some part or accessory goes in and the slot either allows for the part to be turned or a pin to be inserted...

Originally I thought it was some kind of bit guide as well, but it doesn't have any place that could hold a bit. The round end is too big, and the slot is too small.

Morse taper adapter?

It is always listed as an adapter, usually "1/2 female square 2 FM"... Could that mean female morse? I have to say I am not familiar with where a morse taper is used.

Having now read about morse tapers from numerous sources, I believe zkling wins the prize. Still not sure why it warranted placement in this kit other than to cost our responsible government an extra $200... oh wait, maybe that is the reason. Anyway, thank you very much. I hate not knowing what something I have is.
