I have seen this before and I failed it on a final inspection only to be educated by the "home theater" installer……… I put this in the "You learn something new every day" category.

BTW! I told the installer that "IF" he planned out his job ahead of time he could have had the electrical contractor run a circuit to the general area instead of running a molded cap "approved" cord.

I'd much rather have a piece of nm-b with a molded plug on the end of it in my wall than an extension or appliance cord.

So, lets be real here. Is the apple tv power cord going through an interior wall through grommets for roughly 5 inches going to be a problem, I highly doubt it. The letter of the code says not to run cords in walls but I don't think this situation is necessarily what they were trying to avoid. I think it is more like what my neighbor did, he ran a 14g orange extension cord from a plug in the basement up through the walls to the attic to power a house fan. That was one of his safer DIY projects.
I agree with your practical thoughts but it isn't compliant, which I believe was the OP's question.
