Not everyone uses a torque wrench to check lug nut torque; and it has been this way for years. 
So in the not so perfect rush rush repair world, a torque stick will limit the torque applied to the nut and hopefully prevent over torque / yet get the lug nuts tightened somewhat even. The name "torque limiting stick" would be a better choice of words...
The set from HF would be way better than nothing. There surely may be better sets out there, but at some point / where is good enough simply good enough??
If you question the torqueing ; simply set the vehicle down, back a lug nut off a quarter turn and use a torque wrench and compare the results..
In the expanded world beyond the automobile; think of all the lug nuts on tractors and farm equipment that could receive a more even tightening with the use of a torque limiting stick.
