Some of them are and some of them aren't. The best way to tell is to look up the part number in the snap on industrial catalog.

Williams used to have US made stubby wrenches, but apparently they don't anymore.

The catalog only shows the Taiwanese version. The few Taiwanese Williams tools I've owned were quite nice. They're generally the same as Blue Point tools, but significantly cheaper.

If this were a couple years ago, you could get stubby Craftsman Pro wrenches that were USA made. I think SK still offers stubby wrenches that are USA made.

Untill the mid 80s they were made by the proud people of Buffalo, NY, now only some are
