They do look high bay to me. But that's look. Are there any tags or labels on the reflectors? (The difference between high bay and low are the reflectors...)

The terms "High Bay" and "Low Bay" are nebulous, at best. The closest thing to a definition you're likely to find being that the former need to mounted at least 12-15 feet (often more) above the work surface in order to produce adequately even illumination at working height.

From the photos, it would appear that those fixtures probably fit that definition.

Perhaps if you told us something about your application, you could get some USEFUL advice.
