Are they knives or hatchets?

... or perhaps bone knives? The have an area for striking with a hammer. I was thinking they are some sort of boy scout accessory. Made by Klein and Utica. What are they?

Came in a toolbox from a garage sale. I paid not more than .25 ea.

I believe they are used in the electrical industry for removing or stripping the thick insulating material and rubber.

Correct, that is it. Yes, these are considered a knife, because the typical one doesn't have that striking surface on the back.

BTW, if it were designed primarily to be hit on that spot, I'd call it a froe, not a hatchet.
