ARMEE parallel pliers

I recently got a pair of black finish 6-1/2" parallel pliers with the side cutter. It has a stay between the handles. It's marked ARMEE 067 230 000 590 on the handle . The handles are cross hatched. I've never come across this before, anyone have any ideas? The google machine is giving me nothing..thanks
