I have fiber cement board as siding on my garage... CemPlank
to be specific.

There are electrical boxes attached to the outside but I have
no idea how they are attached.

Now I have a cable box that has been wire tied to the electric
conduit running up from underground. I find that a messy install.

I would like to attach the box directly to the siding. What are my
options for attaching to this type of siding? ...or should I leave it
wire tied and consider myself having one less point of water and
bug entry?

I would think you could drill a hole or two and use an anchor and a screw to fasten it to the cement board. A little caulk around the screw hole. Should be ok.

That is basically what I did:

It does double duty as a hose holder.

Drill the siding with a standard twist drill. The siding is very abrasive but a standard twist drill at very slow speed will give you a nice clean hole. Fasten the box through the siding into the sheathing. Use a little caulk or duct seal around any penetrations.
