I'm in the market to buy an OBD2 scan tool. I've been looking at Autel, Innova, and also a bluetooth adapter to use with the Torque PRO app or something similar. Does anyone have any feedback or experience with these? I would like something that can be easily updated. It will be used for mostly personal use and side jobs. I don't want to spend over $300 and would obviously like the best bang for the buck. ABS and SRS is a plus. Would also like the ability to turn on and off certain things like fuel pump, solenoids, injectors, etc. like my tech 2 could do (it was stolen). Any recommendations?

you have champaign tastes on a beer pocket book my friend. $500 and below will get you a gussied up code reader with live data and a common fixes library. Bi-directional controls, if any, will be very limited. Hardly any of the aftermarkets have particularly good support. Certainly with those lower end units, what you see is what you get.

If you're only looking to do 1-2 makes the cheapest you'll get away with most of the items on your checklist is something like Autoenginuity with enhanced updates but thats laptop based a little on the slow side.

Another affordable (~1k shopping used) option would be the OTC Genisys.

Skip the Genisys idea. The tool is more headace then the plastic its made of. I would go with an Autel. Lets face it your not going to get any useful bidirectional controls for 300. The Maxidas probably can do anything you want it to but at like 3X the cost. So it really comes down to price and usability. You got to pay more to get more.

look on CL; lots of Snap on "Bricks" (MT 2500) for $500 and less, some as little as $150... I paid $3300 for mine straight off the truck in 2003....
