I got this a few years back in an automotive tool lot. The seller told me what it was and the specific purpose but I can't remember. It's like a blind hole puller...insert into a shaft/hole and turn the bolt to expand the body. There are serrations on the shaft to grab the piece. No part number, just "pat pending." Seems like an OTC or Lisle piece.

Anyone know the specific name/part number?

I think that is a puller to pull spark plug tubes or seals out of some valve covers without pulling the cover off.. I forgot the vehicles it is used for.

Thanks, Ramblin. It's a spark plug tube remover. But that part number is different than what I have. This might be an earlier version, etc.

I remember having the exact same mechanism on the handlebar stem on my bicycle.
