Axe Brand mark? Seen before but can't remember

Another treasure found but what brand?? Free at the end of a local estate sale last week. Nice three lb 11oz axe head with a weird mark. Just needs a cleaning..and some touch up. Anyone know what this C or U mark with a tail is? Council maybe? I think I've seen this mark somewhere before but I can't remember where? Was posted to the axe thread but I had no response.. Thanks..

Atha marks are larger for sure. Usually with an A within. This is about a quarter inch tall. I know I've seen this before but starting to think its a forge mark?

Well I finally was able to figure this axe brand out somewhat. It is an Anchor Plumb Axe. Plumb would usually mark the back side of the axe with its weight but for some reason this one had a horseshoe mark. The Anchor Plumb logo was very faint and only visible when cleaned very thoroughly. Good for the record..
