Looks like an led light to me that someone put a mirror on? Does the lid come off?

That's a 500W quartz flood light. The real question is why is there a mirror on it? Are you sure it not just sooty glass?

A flood light provides a "flood" of light in other words a wide area of light as opposed to a spot light which just directs light to one area. If that was your question.

Flood is the light pattern, as opposed to say a spot light. Flood is a wide spread out beam and spot is a round spot pattern. Harry P.S. Looks like Mike beat me!

I suspect the bulb failed and the filament ended up vaporized on the inside of the fixture.
