Bad concrete new house

Currently building a new house and noticed that the concrete in garage and basement were done with poor craftsmanship. The basement has several rough spots from the trowel and other areas where you can see gravel. The garage is probably worse as there are several areas where concrete is "dusting", very rough, and a nice line where someone dragged something across when still wet. Talked with builder, who talked with concrete layer and have decided to epoxy floor. While having an epoxy garage and part basement floor sounds great, I feel this is just a bandage that will eventually need to come off to repair correctly. I've been told by a few other people to make them remove concrete and re-pour.
Any thoughts?

I would think to epoxy over a poorly done concrete floor would be a mistake. If it were me, I would want the bad concrete removed and a new floor poured. But I would not want the same contractor who did the first floor doing the new floor.

Remove and replace at contractors expense, if you accept it as is you own it. Or a steeply discounted rate for shoddy workmanship.

How far along is construction? Looks like I see a stud wall in the pic to the right.

You may (depending on stage of construction) be beyond the simple solution of a new pour.

If you go epoxy. Make sure that floor is ground thoroughly. What you described so far is not good news for coatings.

Dusting is weakness.
