Bad Epoxy Flooring

I had my hangar/garage floor covered with a supposed high quality two part epoxy coating by a supposed high quality company.
The concrete was originally ground down with diamond grinders/polishers, a moisture barrier coating/primer and the the two part epoxy. Then according to the contract they were to put an aluminum oxide material on the epoxy for slip resistance.
The issue is that the floor never had a slip resistance and is slipper than snot. The floor has major orange peel in large areas and after 3 months is starting to bubble up in several locations.
I need an inspector/company that can come in a tell me what I need to do to this floor. My original inspector has gone AWOL, although before he departed, he told me that the only way to make this floor usable would be to find it off again, shot blast it and put another floor on it.
Anybody out there have a suggestion?

I spoke to Gordon earlier today and directed him here. What he really needs is some local expertise. Gordon, post your city and state but remove your phone number.

When I say local expertise, a credible coatings expert in the area who can inspect what has been done and provide an opinion that will be relied on as part of a legal argument.

Often failures occur from salt and contaminants in the concrete, so you'll need to have core testing done to determine the proper fix. There are a variety of solutions for failures, but the cause needs to be determined first.
