Bad Neutral?

I ended up just getting 120V in there. I have quotes for new lines but with the building being about 200ft from the meter it isn't cheap.

Grounding rods are in and down about 8ft. Working really well so far! Thanks for the help all.

240v doesn't require a neutral, maybe a neutral in the circuit is being back fed off the 240

Blanket statement - some circuits DO require a neutral. I think we established he had a 240 circuit with one leg tied to the neutral in the sub panel, which he correctly rewired to a 120 circuit.
