Ball drive hex bit torque values?

I just broke my first tool, and I'm kinda mad at myself.
Putting together a TracRac, and going over the fasteners that need to be torqued to 32 ft-lbs.

Used my regular hex bits (7/32), no problem. One bolt had a bit of a fit issue, but I used a ball-style hex bit, and torqued it down. Snap!

Are these bis 1/2 the torque value of regular hex bits, as a precaution?
