Hello All, long time lurker, first time poster.

I am currently finishing my basement and looking into coating the floor. I have done a ton of research and reading here, but still unsure of the best options. This is a "normal" basement just used for hanging out and such, not a workshop or anything. It is 2800 sq ft. While I would like to do a full blown epoxy job, it is simply too expensive for 2800 sq ft. I am also concerned with fumes, I can't smell up the whole house for 3 days. Trying to keep the cost under $1000.

Sealing is an option, but I am concerned about the fumes?
Are water based sealers worth the effort?
What about 2 coats of Legacy primer only?
Other options?

Keep in mind, generally speaking, the lower the solids, the more solvents and odor. Not always the case, just generally. If you were to go high solids, one coat something like the TL707LVP would have less than 100 g/l and would be lower odor. BUT for that large of a job you are going to need 10 kits to cover the whole floor once. That's $959.90 alone. Then if you want a second coat or a urethane... The price goes up from there.

There are also some water based primers on the market. We sell them as primers and I can't speak to other brands. I would personally reccomend one coat of a high solids epoxy over two coats of a wb primer IMHO.

That is an excellent choice and here is why...
That primer penetrates very well and has a lesser molecular lock allowing some moisture vapor to pass through.

Any sub-grade application has potential for moisture issues even if they are intermittent.

Another possibility is to acid stain the floor and use our SEC Sealer, again has the looser lock and looks amazing over acid stained concrete.

You are smart to recognize the potential for fumes and other products, even a high solids product will emit a good stink when there is no where for it to escape easily.
