Basement wall paint

I put this here b/c it could be used for garages too. My foundation walls in the basement of my house need painted. They are a beat up ugly gray and you can see a lot of patches that were made. Can you guys recommend a cheap paint to use that will adhere good and be hard when its dry? Or do I basically just use a cheap oil-based paint?

Drylok. It seals out moisture and adheres well.

Make sure you clean the walls with TSP and water or used a wire brush to remove all of the efflorescence and let dry a day or two. If you do not prep the paint will not adhere properly.
