basement wiring - I joists with 2x4 strapping

Can you guys give me some code approved advise for how to run wiring through my I joists with 2x4 strapping in my basement. I have pex heating and my I joists are insulated with rockwool batts so I don't want to run the wiring up in the web of the I joists like it would normally be done.
My though was to staple it either on the side of the 2x4 strapping or on the underside of the joist a few inches away from the straps.

I see good and bad for both options. Let me know what you guys think.

i'd put it in EMT if running along the strapping to protect it from nails/screws when someone goes to finish the ceiling. if running between the strapping stapled to the joists you could probably get away with putting nail plates over the romex at each joist, not sure what code would say about that, but someone might try to nail something to those joists through a finished ceiling so you shouldn't leave it unprotected. EMT would probably be easier, and would look better if the ceiling stays unfinished.

I don't want to deal with nail plates of conduit. I have seen a few references to 1-1/4 inches that the wires need to be from the surface a nail or screw would be applied. that makes me thing if I put it on the i-joist it would be fine.
