Basic outdoor junction box question

I was swapping the light fixture on the side of my house and was a bit surprised to see that the junction box is embedded really deep into the stucco, with stucco poured over the edges. This results in the light fixture actually 'sealing' against the stucco rather than the junction box. I debated chiseling out the stucco so that the light fixture seals against the junction box, but decided to seal it against the stucco, as the previous one was. Because there were obvious gaps, and I felt pretty uncomfortable with this, I VERY liberally applied silicone across the top 320 degrees to really make it water tight. Is this shoddy workmanship from the house builders? Obviously, the most appropriate thing to do is chip the stucco away, seal the light against the junction box, then repair the stucco so it's flush, but I didn't want to invest that kind of time this past weekend. How bad and dangerous is this? It's been fine since 1994, and there was no silicone previously.

Yeah shoddy work IMPO.

The outdoor light fixtures have a gasket that is suppose to mate to the edge of the junction box.

Trying to get a good seal against stucco is damn near impossible without silicone.

I had a very loose light fixture by the front door that I sorted and added silicone caulk as well, same issue. Not as concerned about that one since it is well under the rafters. I have a 3rd in the backyard; I am assuming it's the same. Is this something I need to go forward with to rectify, or will I be safe with the silicone caulk against the stucco? I don't want to make a mountain out of a molehill, but safety is important.

In a related question, the new light fixture was round (security light) and would mate perfectly with the junction box, if I want to make the effort. My other 2 light outdoor light fixtures do not have round bases, so the notion of mating with the junction box doesn't even make sense for those. The bases are long and rectangular, sort of like this, without the round mating portion:

It's even worse with textured stucco. Smooth out what you can. You could double up on the gaskets and use silicone. Make sure your wire nuts are pointing upward and well separated. Unfailingly, some water will get in there.
