Battery Charger info needed.....

So I came across this older Battery charger and wanted to know if anyone was familiar with it or could tell me a little more about it. From what I can read off of the painted badge, it's 115 Volts 250 Watts and has a switch for 6 volts to 12 volts. There is also a High and Low switch that I do not know what it does. Pictures are below. This is also pretty darn heavy, like about 15 lbs. I was hoping to use it for Electrolysis setup I am hoping to do to remove rust off of some toolboxes and wrenches.

Would this be OK for electrolysis? I did not find any cracks in the wires for the battery terminals, I was wondering though if you can replace these wires with new ones? Just ot be on the safe side.
