I've never seen one of these before, but looking at it now, I have to ask: How on earth can you justify that statement? It uses an exhalation valve and standard P100 filters. While not appropriate for solvents, all welding fumes that I am familiar with are adequately filtered by N95 filters, so a P100 is only better than that.

That statement is pretty easy to justify. The concern is not the filter, it is the seal. That gadget relies on on a nose clip and scuba type mouth piece to make a seal. While such an arrangement may work for divers, it is unlikely to keep a good consistent seal when working in a shop. Faces move, lips twitch, noses wiggle.

Logic would tend to indicate that if this device had solid real world performance, someone would sell it for industrial uses. Nobody does. That said, I would actually love to see one undergo a fit test.

Actually I suspect that just like getting used to a CPAP, only in reverse, I would probably end up inhaling through my mouth and then exhaling through my nose and not using the nose clips. For Lack of a better explanation I have WC Fields nose. ��

No need to use a repirator at all if this is your plan. A clip is rinky dink at best to keep fumes from going in your nose nothing is laughable that you are going to keep them out.
