Bench Grinder Rotor Help

Hi all,
This might not be the best place to post this thread but bear with me, I am new to the forum.

I'm restoring a bench grinder and the rotor has this red finish over it, it's all patchy so I don't know if I should leave it as is or repaint it. I believe its Glyptal but I am not entirely sure. Perhaps it's to protect the metal from rusting. Also unlike a normal rotor which has shorting end rings, this one doesn't which I am confused about. Instead, there is some black putty that covers copper, I don't know if it's supposed to be black as well. It's pretty old, the year 1958 is printed on the stator.

Glyptol is mostly used on the windings to preserve and protect. When I rebuild an elec. motor I brush it on the windings. I'd leave the thing alone. Does it work?
