Bend Pak 220 Wiring

Can someone tell me how to hook up the wiring inside the box. I'm wondering if something is missing cause i don't see a way to connect the wiring without splicing the wires. Here is a photo of what i'm looking at.

I can't clearly read the tag on the cover but it looks to me that you connect your two power legs to the terminal block. I don't believe that the terminal block is connecting the two wires together that are currently in the terminal block. In other words, one connection on the terminal block serves the momentary switch side and the other connection on the terminal block serves the motor side.
