Bend Pak help

I have a XL- 9 lift. When I put a level on the outriggers I found that I'm about an inch low on one side. How do you adjust this so it's level? The back ones are about a half inch off. When I raise the lift you can hear the safety locks click, but not at the same time. It's like click click instead of just click.
