i dont think i have ever heard of someone wanting less power in an air tool... especially ratchets and drills. generally you want them to be running at full potential.
Some tools you do not want full balls-to-the-wall power for. Needle scalers come to mind, as do air drills. Usually you run a adjustable fitting on your air drill though, to adjust the drill bit speed on the fly.
Some air ratchets you don't want full power either, as the stronger 3/8 drive ones can easily break fasteners if you aren't careful. This makes them less useful if left at full power IMO.
