There would be two sides to this:

1. Best day and time for buyers
2. Best day and time for sellers

I would be interested in hearing your personal experiences on your tool auctions on Ebay as to what the best days and times are, from both buyers and sellers. I personally have found the middle of the week, middle of the day as the best time to get great deals. Also, I am getting the feeling that Sunday late afternoon and evening is the best time to have an auction end.

The smart sellers will gauge their auctions to end on Saturday afternoon-evening; once in a blue moon though, there'll be one that ends on a very early Sunday morning; those are the ones I like. :D

Sunday to Sunday is a good auction time for a seller. Seems to me that people like to look at ebay while at work during the week and then purchase on the weekends. As I buyer I like it when they end on Saturdays and Sundays, since I pay with paypal, then the seller will usually have the item in the mail for me Monday.

Used to be late Sunday was my best selling time, but I get lazy now, and just sell when I can.
If you can think far enough ahead, end your auctions when some lame event is going on, and people are bored of TV.

I like my auctions to end on Sunday, about 9pm Eastern time. Nearly everyone is home on Sunday, most of the football or sports events are over, and dinner is done.

For winning auctions, the goofier the time the better. Not that many people can sit at their computer surfing ebay during business hours...and if they can, they may get called to a meeting, etc. LATE, late at night is good too...people aren't awake anymore. A lot of auctions get run up in the last couple hours, so if the closing time is inconvenient, the price doesn't get run up.

I don't bid until the last couple minutes.

As someone who doesn't work normal shifts (no 9 to 5 job), the best time for me, isn't the best time for others. I miss all those Sunday ones and have to bid early, for Sniping (manually, I would rather not leave my password and account to someone elses idea of security), I like them ending during peoples normal working hours, or late evening, early morning (11pm to 3 am).

I find I have the best balance between me and the buyer by ending between 9-11pm EST on Thursdays. This gives the whole country time to get home from work and I don't compete with weekend activities. I have time to pack and send packages to people who pay right away before the weekend.

Since snipping has become a way of life on eBay I like to maximize a chance for last minute snipping.
