Need to drill a few holes in a brick wall to put in anchors for hanging some picture frames, etc. All a quarter-inch or less. What do you all recommend as to the brand and type of bit to get the job done? And will a hammer drill get it done faster or is my plain old variable speed drill good enough?

Ryobi masonry bits work great, and hammer drill speed things up exponentially.

I say ryobi because you can get them at home depot, but for light duty most brands will be fine

I've had good luck with the Bostitch brand ones from wal-mart... German made, guessing relabeled Bosch?

I'm using a 18v Makita drill/driver/hammerdrill. Up to 3/8" holes in the slab, so far.

If you get the little 5 pack assortment of 6" Bosch Blue Granite masonry bits at HD, they'll probably cover all your masonry bit needs for a very long time. It'll be around $12-$16 I think.

Or, when you get the anchors, some brands will come with a bit, Tapcon often includes one. They don't last though.

Never had an issue with Dewalt or Bosch bits. I 100% agree you need a hammer drill or you will be spinning dust for hours. If cash is and issue, for what you're doing, this Harbor Freight should do the job. I wouldn't chuck anything larger than 1/4" in it. A quality bit in a cheap drill is better than a cheap bit in a quality drill.

I used a hitachi bit for a 1/2 hole in concrete. I never had luck with ryobi either they snapped or untwisted. Never tried dewalt or bosch for mason bit but dewalt is decent for normal bits

I don't know if they're the best, but all we use at work are Hilti masonry bits.

You'll definitely want to use a hammer drill. That's what they're made for.

Got this sweet thang on ebay for $60. With something like this and any carbide-tipped masonry bit from 1/8th through 1/2, a hole in brick would be easy indeed.
