I have tried dozens of different hand soaps over the years.
Many of them are solvent based. That is the reason that they clean fairly well. But the trade-off is they dry out your hands and leave your skin rough. The "waterless" cleaners are the worst. Don't get me wrong, if you don't have water, your choices are limited
Best soap I have found for getting the dirt off is the stokolan "Kresto"
As has been said it has crushed walnut shells as the pumice. Most cleaners use a ash pumice and it will clog the drains after a period of time. It has a plesant smell, not overpowering like some of the cherry/orange cleaners. It is not cheap, but well worth the price.
Most hand cleaners are used excessively and the excess goes down the drain.
Put a small amount of Kresto in your hand and work it in. Add a bit of water and work it some more.

The stokolan "cupran" is great for removing paint also
I get my Kresto from the Winzer rep. Winzer has it private labeled as Tek I
