I slide a washer over the shank put it in the vise and use my 54" prybar to pry the handle off easily.

My old Snap On dealer clamped the blade in his vise and used an open end wrench and plastic hammer to drive them off.

Heat up the shank with a torch and the handle with a heat gun? Softens the plastic handle.

put in a vise with a box end wrench slid over it
pry against the vise and once started it will usually pull off.
as a note on Craftsman screwdrivers they leave a gap in the clear handle
to tell if youve used it for a chisel,so use this method to "restore" it to proper
position before a warranty return.

I've seen a lot of comments on here about dropping the handle in boiling water to soften them up, but that was all comfort grips, IIRC.
