I don't think you can get a better prep surface than what sand blasting does. The sand etches the surface really well. You need to wash the sand dust off before painting.
In 2003 I blasted and brush painted my 72 Vette frame with POR 15. It flowed out perfectly like as if I sprayed it. Looks as good today and did not topcoat it since its not in direct sunlight .
FWIW, Maybe you got lucky then. My buddy is owns his own paint and body resto shop. Swears that if you don't use the etch, then it doesn't last. And no, sand blasting doesn't etch the same way as a chemical etch does. He explained one is mechanical and one is chemical. The sand blasting leaves a fine residue of sand, almost imperceptible. So, maybe you wiped it all down with a cleaner after blasting. Either way, was just sharing what my buddy's shop does.
As for the Rustoleum, that's great to hear. I've used that before. I like how that product goes on.
