What's the best rust remover to use on these reamers and other drill bits that will remove the rust and leave the surfaces clean?

If the cutting edges have rusted, they're done. At best, you send them to a COMPETENT sharpener to be re-ground. Just because you're paying a "professional" does not make them competent; and does not guarantee that they'll work properly when you get them back.

If it's just the shanks, I've been known to wire-wheel them.

Vinegar if you are cheap & patient...

Evaporust if you want overnight results...

Wire wheel on a 1725 RPM motor if you want instant gratification...

As someone else said, if the cutting edge is rusted they will likely have to be re-sharpened...

Evaporust -- it won't take much, and it can't hurt the metal like some homemade concoctions.

If you want to use them afterwards, that might not work out so well... there will be pits on the cutting edges where rust formed.
