I have lots of cheap T-8 florescent fixture in my shop. The solid state ballasts have been going bad. I thought going LED would be the best choice going forward. Now I think maybe T-8 florescent is still best considering the total light they put out and their low glare. I took this picture to show the relative intensity. The LED tubes were a fail in my opinion.

The LED tubes I tried were the type which require removing or bypassing the ballast. The intensity is about the same as florescent, but the fact that only the bottom half emits light means there is no reflected light from the fixture. So the total light output is much less than a florescent.

And now that I think about it, can't you turn them around so that they are reflecting?
