Best way to get a straight line border????

This fall I want to repaint my garage and add alittle color. Time to get rid of the cluder'd walll's. I'm think about painting gray from the floor up 30" and then white to the ceiling with a red or B/W checkers divider, common look, i've seen others in here with it done. Curious at what method some have used to get super straight line. Should I invest in a lazer light line level?

I've also heard of people getting good results with a water level. First time I actually saw it was on "This Old House". I don't know who makes it or where to get one, but it's basically a bucket full of dyed water and a long clear tube. Water will always seek it's own level, so as long as you don't move the bucket around, the water in the hose would be the same height....

I just did a quick search and found a site that has an example of what I'm trying (albeit badly) to explain.

Per a home type TV show last week. Their idea was to use a laser level, mark and draw your line, tape off and paint. Then use a wide ( 1/2 to 6") colored accent heavy duty vinyl type tape to go over the paint line for that sharp crisp divided line, perfectly level acourse.. Good Luck

Great for someone who only needs the waterlevel for one or two quick jobs and doesn't want to shell out $45 ++ for a more professional version.
