Best way to refinish a this pull handle.

I have this steel pull handle for a Kennedy cart. There is some peeling at one end and some very small marks form something hitting it. It has little pits but it was not rusted when I got it, but I did put it in Evaporust
I've used around 60-80 grit sandpaper by hand and by machine, wire wheel, etc. and not much is happening. It smoothed out a little but I cant remove the finish or blend out the peeling area.
Need to find a way grind into this with more of a result. It seems very hard.

It looks more like “pitting” than “peeling” to me. Am I looking right at your images?

Alternatively to grinding and more material removal, you might consider a tiny bit of body filler/Bondo over the pitting, with sanding to get a smooth surface for repainting.

I feel its both. But the dark gray spots look like a finish coming off.
I was thinking of maybe painting it but I'm not sure how.

You could try using a hammered spray paint. It will hide some of the imperfections, but that may not be what you want for this project
