The front shape implies cutting tool, and the shape says round....
The hook implies its pulled thru to cut.
It looks like a sheet metal punch...

Cobbler was pretty sharp, and probably close.

It is a cutter for removing the ID weld bead on **** fused HDPE pipe.

My son in law works for a directional drilling company and was telling me how they were having a time getting the beads out of the pipe with tool they made.
He brought the tool to me and it easy to see why it did not work well.
I made him one of these and it worked good.
His boss saw it and ordered 2ea 4" and 2ea 6"

Baldewin was right. Mandrel is kind of a generic term, but still. Large ones are pulled through tunnels, small ones are pulled through pipe. Some are used to test joints, others are used just to clear the way.
