1" is code around b vent around here anyway, but I was helping a friend look for a roof leak today and noticed the cobbled up single wall water heater flue that was sealed all the way around with dtrywall mud where it went through the ceiling.:eyecrazy:
It looked like it had been that way for years,so I wouldnt worry too much about the b vent being close in a couple of places.;)

same question, misfired a bit cutting hole in roof, class B double wall touching on down roof side, 1-1/2-2" on higher side of flue, but I can hold my hand on the flue just below where it pokes thru the roof, with heater going full blast... problem?
