Bilco door insulation and weather stripping

Hi, I have noticed a line of cracks/openings on the edge of my bilco doors leading to my basement. Any suggestions on how to best plug this gap to prevent weather, water, critters getting inside? Would this be best applied on the inside or outside?

Is the whole stairway pulling away from the foundation?

If so: you got bigger problems.

I used some butyl rubber sealing tape between the Bilco door steel and the concrete. I caulked the joint on the outside with a urethane caulk. I did this when I took it apart to paint it. Seems to be holding up well.
