Good torque wrenches cost money as they are meant to be a precision tool. Yes you will have to calibrate it if you plan on it being accurate. I would find out how much you can get one calibrated for and see how much the combined cost is and see what you can get new.

What is the range of the wrench and the range you need?
It wouldn't necessarily need to be calibrated, if you have some other way to check it and see that it's relatively accurate. But, I'm a little leery of buying used torque wrenches for just the reason posted above. They're somewhat delicate and abuse can make them less accurate.
Harry Epstein has some nice CDI torque wrenches for $50. I have one and I like it, but it might not be the range you're looking for.
