That is the Kilness patent ratchet made by New Britain Machine. They were being made when I worked there in in 1972 / 1973. Alloy artifacts says they were made from 1961 until the company closed

ekegelmann, you do know that you can search SOLD ebay listings for all your items you are trying to find the "value" on? Instead of creating thread after thread after thread.

Value depends on the where.
Up this way they're about 8 bucks at a used tool store, 5 at the flea market.
