look like old shower handle.

best bet is take it to lock smith.

or try to pick it yourself with the kit.

It's pretty unusual to find one of these old jacks where the knob is actually in the locked position.

Knob doesn't turn/feels stuck? Or knob turns freely, but doesn't engage? Any engagement components missing?

From your description, the knob is not in the "locked" position. In the locked position, the knob will turn freely to prevent engagement of the jack.

Be careful in trying to get things freed up. Replacement parts are tough to source.

You can find an illustrated parts listing for your jack here:

I would be interested in seeing a pic of the rubber coated wheels you mentioned in your introduction posting.

The prong gear set is the weak link in the engagement system. You'll have to fabricate or source from a donor jack.

Thanks for the additional pics of the wheels. They appear to be original to the jack. The SJ-18 was advertised as a stylish jack to move cars around in dealership show rooms. The rubber coated wheels would have been ideal for this particular duty.

This particular style jack when ordered with the rubber coated wheels is officially known as an SJ-18R. This is the first one I've seen with this option.

Mine has these wheels too although one could use replacing if anyone knows a source.
