Blacktop floor, levling suggestions

I am in he market to get a race deck floor for my modest 12X16 shop. My floor is a blacktop extension of my driveway basically. No leaks in it but I want to go Race Deck or maybe VCT but don't know if I should and how to level it. I wonder if I need to patch it, if so with what product then lay a sub floor like plywood, then lay the race deck over/VCT over it? Is there a moisture barrier needed? Any other solutions suggested? Concrete is not in the budget, just want a functional and attractive floor on a minimal budget.
